An Eruv affords old and young, people with children or infirm to fully engage in communal life during Shabbat. Without an Eruv it becomes very difficult for people with young children or whom are infirm to observe Shabbat. This is due to the fact that they are unable to push a stroller or wheel chair or carry any item in a public area. This in turn inhibits the ability to build a Jewish community. Harav Shlomo Zalman Aurbach OBM (One of the leading Halachic authorities of 20th century) said that it is a great Mitzva (good deed) to build an Eruv as this will allow people to have a enhanced Shabbat family experience.
